ControlTip Text Doesn't Work

I just noticed that control tips aren't working in any of my databases. I
recently installed Access 2003, and created a database in it, and noticed
that control tips weren't working in my controls. I was using control tips
with command buttons in the form header. But they also didn't work with the
command buttons in the detail section, nor with text boxes in the detail
section.

I tried converting the file back to Access 2000 format, but that didn't make
a difference, neither in Access 2003 nor in Access 2000. I also tried
creating a new database in Access 2000 and gave a control tip text to an
unbound text box in the form; but the control tip didn't show up there
either when I moved the mouse over it.

I am simply adding text to each control's ControlTip Text property, as I
have done in the past, nothing more. But it seems that since I installed
Access 2003, this feature doesn't work properly, neither in Access 2003, nor
in Access 2000.

Is there anything I can do to get this to work?

IIRC, this may be a small bug.

Select on the problematic Control(s) and use the Menu Command Format / Bring
to Front and (I think) the ControlTips will work.

Yeah, I tried that, and it's the same. Also, I tried it on a new database
with a new form with nothing on the form but a text box, and it didn't work.

But here's something: I sent the database as-is to my client and he used it.
Said that when he put the mouse over the buttons, the ControlTip text came
up. So it's not something with the database, but with my machine. Something
got screwed up, either when I installed Office 2003, or some other time.

Anyone have any idea what file should be reinstalled to get the controltip
text to work again?

Have you tried "Detect and Repair..." under the Help menu?
