database not allowing multiusers

The database has been split into front and back ends and both are on
network drive. Somehow if one person is in it and another one tries to
open it, it will say 'locked by machine number XXX' and doesn't allow
multiple users to use it at the same time. But this error only happens
once. So if whoever is in the database logs out of it. The error seems
fixed and the database will have no problem being accessed by more than
one user. Is this some type of bug and if so, how can i fix it? It's MS
access 2000 by the way. Thanks in advance for any help! I am still a
novice when it comes to access...
