Stop to Scroll the whole form

When I use the scroll up and down button in my form it shows an empty
form and some times it save blank record. Is it possible i will lock my
form if any one use the scroll button of mouse my form will not scroll.
Inside the subform will scroll but if the user is outside from the
subform and it click on the scroll button the whole form is scroll with
all empty values. I just want to fix that problem needs help
