Word Wrap Bug

I'm creating a report that will have a number of text boxes arranged vertically, which will either display a paragraph of text, or be null, depending on the whether or not a particular checkbox field in the data source is checked. Ok, no problem yet.

When it does print the paragraph, I want to add enough spaces at the end to cause it to crate a blank line underneath the paragraph. I won't expain why I need to do this because it's complicated and not related to the error that occurs.

Here is what is happening. If I'm telling it to print the follwing text for example:

"The permittee shall notify the individual or the office specified on the permit or Notice to Proceed prior to any construction within state highway right of way. "

It will print just fine. However when I add enough extra spaces at the end of the text to make it wrap to the next line, it spontaneously grabs the last word of text and puts it on the next line as shown below:

The permittee shall notify the individual or the office specified on the permit or Notice to Proceed prior to any construction within state highway right of
way.

Does anyone know why this happens or how I can prevent it, or work around it. I would rather not have add an additional text box for the blank line, because there are going to be 200 of these fields and the additional 200 boxes will put the report over its limit.
