How to construct an ODBC link to data?

I would like to construct an ODBC link to
data found at
http://www.cbp.gov/linkhandler/cgov/...mporters02.csv
which is in CSV format. Can I do that in
Access 97 and have the data show up
as a table - dynamically?

If not, would be nice to write procedure
that wipes a table used to house that
data locally, go snatch it whenever
needed, repopulating the table with
the entire set of information on demand.

Pie in the sky? Might XML calls help in
snatching the data? Your best recommendation
will be much appreciated.

You can download the CSV and write a text importing function, but I
don't think in this lifetime you're going to see an ODBC link to a
database housed on the Internet.
