Align scrollbar in Access 97

In my MS Access 97 database, I have a form on which I need to set the
scrollbar to be automatically left-aligned when the form appears,
rather than me and everyone else having to do this manually each time.
Right now the scrollbar is centralized which gives a view of only the
centre of the form which extends way to the right.

As per the following article, the Scroll Bar Align property is a
language-related property introduced with Access 2002:

Any clues on how to achieve this in Access 97?
