Strange Permissions problem (I think)

Access 2003. Normal front-end, back-end, network, MDW, UserGroups
set-up. The front-end Startup opens frmSplash which runs an Autoexec()
function which checks a few things and then opens frmMenu.

It works as expected except for one user who gets to the frmMenu form
and then gets an error saying that he doesn't have permission to open
the database exclusively. Clicking OK repeats the error and it seems
to be in a loop.

If I log on as the user with the shift key depressed and open
frmSplash manually, frmMenu opens OK.

If I put the user into Admins, everything works OK.
