Cannot close Access

I'm developing a large project in Access with 3rd party control and
custom dlls and sometimes I'm unable to close Access- clicking on the
close button removes it briefly but it reappears. I have to use Task
Manager to get it to close down. In this state I can't compact and
repair either - I get the message "You attempted to close a database
that is already opened exclusively by User 'Admin". Importing all the
tables, forms, etc into a new blank database usually fixes it but this
is pretty tedious as all the references have to be set by hand, and
sometimes even new databases created by Access without any code in them
show this behaviour. This can usually be fixed by restarting, but I'm
sure there's a better way...
