Yes: Create a Total query.
Presumably you have a field named Unit, and in the Total row under this
field you have Sum.
In a fresh column in the Field row, enter:
IntSumOfUnit: Int(Sum([Unit]))
In the Total row under this field, choose Expression.
Now in the Criteria row under your Unit field, enter:
<> Int(Sum([Unit]))
If you look at the SQL statement, you will see how the HAVING clause
interprets this.

Is there a way to filter the report to show only clients who have total
billing units which are NOT whole numbers?
