If you install the A97 runtime, you can copy the file to
the A97 runtime folder. That folder gets the Add-In files
(mda) anyway, so it's a not totally unnatural place to put
configuration data.
But if it is a small amount of configuration data, I would
bury the data in the registry.
It was common to run earlier versions of Office from a server.
It is rather unusual to run Office 97 from a server.
It is not possible to run later versions of Office from a server.
Running Office 97 from a server was not recommended, and
was quite a lot of work to maintain. With disk prices
as cheap as they are now, I would be surprised if anyone
had still maintained that kind of system.
"Program Files" is a magic folder. It is normally on
the c drive, but that is not a requirement.

I'm thinking c:\program files. In environments running MS windows
from a file server, I seem to recall that workstations do not usually
have a c:\windows directory. I'm wondering if they even have a
c:\program files directory. I don't run windows from a server based
installation nor do I have ready access to any workstations that do.
So I thought I'd ask here. Do workstations running windows across
a LAN typically have a c:\program files directory?
