Runtime error wanting to be installed

I have a install script that I have used elsewhere and it works fine.
However, this script that installs the 2000 runtime has decided to not work
on one machine.

It install fine, but when I try to open a database with it it tells me that
the application needs to be installed and can I run setup from the original
location.

Now this also happens if I try to open access on it own. It happens even
when there is a mdw file included, runtime switch, through a shortcut and so
on.

I have reinstalled. Tried everything I can think of. Office is not on this
machine in any version and I am told never has been.

Any ideas.
