Security Restrictions for Signed Databases in Office 2003

I have 2 signed databases (Microsoft Access MDE) with digital signature
in Office 2003.

On a client machine (with security HIGH & MEDIUM) one database opens
without any problem, the other displays the message "Microsoft Office
Access cannot open C:\.....\test.MDE due to security restrictions.
Security settings restrict access tothe file because it is not
digitally signed".

On my machine I can open both databases without any problem (with
security HIGH & MEDIUM).

What could be the problem ?

Do you have the digital signature on each machine? (I remember reading
something about that but am not sure of the details I'm afraid).

Digital Signature/certificate should be installed when you first open a
database that includes it. And it seems that it was installed since
once of the databases open without any problem.
