Access 2002 Packaging Problem

I have created an install package with Access 2002 Developer.

I am getting an error as follows...

The Office System Pack cannot be installed on this system because it
requires Windows NT Service pack 6 or later.

I have researched this and there is a knowledgebase article 9837150 that
describes exactly this problem but limits it to XP SP2 and Win 2003 Server
(using MDAC 2.8)

My problem is that this error has occurred on a Win 2000 pro machine.

Does anyone know of the problem is the same and is the fix the same as that
described in the KB article above?

I have searched the machine and cannot find a copy of the DLL mentioned in
the article.

The problem I have is that the KB article is very specific regarding the
versions of OS that this problem manifests itself on and these do not
include Win 2000 pro.
Any help would be appreciated
