How to Lock the Page Setup in reports

Once you have defined your page setup (margins, orientation,etc.)is it
possible to lock it so that it can't be changed by someone else?

Users should be given MDE files rather than MDB files if this is a concern.
Then all code-based objects are locked concerning design.
