After using clipboard functions in Excel from Access VBA Excel doesn't quit

After using clipboard functions in Excel controlled from Access VBA,
Excel doesn't quit when I use the following

ExcelApp.Quit
Set ExcelApp = Nothing

If I don't use the clipboard functions in my Access code, Excel is
terminated properly.

I have seen discussions on this subject by can't find the answer to my
problem. How do I release the clipboard so Excel terminates properly?
(if this is the solution!)

Why do you need to use the Clipboard functions in the first place?

Well, if you do, you can use the Windows API for the clipboard
directly:
