ldb not releasing

I have a split Access FE on the 15 local PCs and a BE on a Windows 2003
server. Everyone has full permission to the folder. Everyone has the
same versions of Jet, Access and Office, but different OS (2000 and
XP). I back up twice a day.

The problem is that when I view the ldb with notepad when just I am
using the database I see strange characters like this:
䑁ⵍ乏䥅䱌B**********000 *************.
Also, when I use the LDBViewer to view who is on it says that I'm on
when I'm not. I close properly and restart my comp and it still thinks
I'm connected. I can't get rid of the ldb and therefore can't make
changes. We have also experienced a fair amount of corruption lately,
which I'm assuming is related to this.

I compact and repair regularly, but still I get this issue. what am I
missing/what can I do?!?
