It was called CompSense when I worked for Again Technologies. I coded so I
wasn't involved in sales or aware of what they charged but I know it wasn't
cheap. Variable compensation across a hierarchy is a non-trivial problem
that won't be solved by a simple, small Access database. I don't work for
pay anymore unless someone waves a check for at least six figures in my
face. The reason is that problems like this take time and money to develop
properly. CompSense took three years and several million dollars to get to
the version I helped develop. Siebel owns whatever is left of Again
Technologies/Motiva/Whatever it is now. My own quick bit of digging turned
up

I don't post here to advertise for work. You'd have to pay me a fat deposit
to take on a project like this. Take a look at the existing vendors selling
software in this space before you step off the cliff of custom development
and attempt to build your own.
