access03 -- building Template databases

Sorry for such a n00b question, but does anyone know of a how-to on how
to build access '03 template database like the ones that come with
the DBMS (not template forms/reports but the whole DB)?

Search Microsoft for answers to this. An Access template db has a
file extension of mdz, so you may want to start from there.
