FrontPage is a lot cheaper, has a shallow learning curve, and is very
capable, but I don't know any website creators who would contend it is as
powerful and flexible as Dreamweaver.

Notepad :-)

For ASP I generally use Visual Interdev, which is good for the code but
not really slick for the pretty bits, but then pretty bits on a web page
has never been my forté. For those I generally use FrontPage, if only
because I already have it through Direct Access or MSDN.
