Adding new users requires exclusive access to mdw!!

I have a split database across several workstations. I copy of back-end and
mdw on server.

Can anyone tell me why when I want to add a new user I have to get everyone
off the system. Until I do this I get a message that the file, assuming the
mdw, is locked by another user.

I expected that to add a new user should be possible while users are
connected. Sureley this is a pain for administrators of large Access
systems - to have to get everyone to shutdown the database so they can add a
new user.
