Controls over image

I am attempting to use controls over an image on a form to determine
where on the image certain data pertains to. I need the controls to
stay on top of the image and can't seen to figure out how. This data
base is multi-user with many different monitors so doing the images as
background didn't work. Any help would be appreciated.

If you are using either an Image control or an Unbound Object Frame
for your image, you can format it with "Send to back" and other
controls will show over the top of it. If the image is in a Bound
Object Frame the "Send to back" doesn't work.

That's in A2000 - it may vary in other versions ;-)
