Can This be Done? PDF Background

Thank you in advance for any and all assistance. It is greatly appreciated.

I'm thinking of using PDF backgrounds to allow my forms to be scanned in and
then filled out via a db. Can anyone point me to code or a site where PDF
backgrounds can be used and printed with data fields?

Secondly; Can you allow a user to create with a toolbar fields to fill in their
own forms they scan in?

Finally; is there a third party program or can you convert scanned files to PDF
through Access?

Please I'm trying to take current forms and fill them in with data from a db.

This company produces a package that allows you to make a PDF form and have
the data directly entered from a DB.
