Cannot create Outlook Object?

I use the following code
Dim OlApp As Outlook.Application
Set OlApp = GetObject(, "Outlook.application")

and if that generates and error (Outlook is not running) I use
Set OlApp = CreateObject("Outlook.application")

This seems to work most of the time be on some computers I get an
error message saying that an Outlook object cannot be created.
MSOUTL9.OLB is in the references. This seems to automatically change
to MSOUTL10.OLB if a newer version of Outlook is being used.
I cannot find why this happens. Can anyone help please.
