Multi User Problem for MDB file

I have a MDB database that need to be shared by 10 users on the Window
2000 Server. But somehow I could not open the application when someone
is using it. They are not opened exclusively. Please advise.

All users need File-Create, File-Delete, File-Modify, and File-Read permissions
on the folder where the mdb resides. Do they?
