Don't worry about formatting for saving the date. Just use =Date() or =Now().
The latter if you want the current time as well as the date. Formatting is for
display only and has no affect on what is stored. Just use the format property
for that.
If you use an explicit format string "mm-dd-yyyy" rather than a named format
like "Short date" then your regional settings won't have any affect.
