Adjusting schedule in Access query - operations question

I have a schedule of annual events that need to occur in different
locations throughout the year. Each event has a due date associated
with it.

I also have an optimal schedule that consolidates events by location,
by quarter of the year.

Therefore, I have two flat files.

This one shows what is allowed by quarter of the year:

WA 1 0 0 1
OR 1 1 0 1
ID 1 1 0 0
MT 1 0 0 1
MN 1 1 1 1
IL 1 0 1 1

This one shows the existing schedule with the location given by state:

Event 001 4/1/05 WA
Event 002 8/30/05 OR

The contraints are that I want to move the existing timing to earlier
in the year (or keep it in the same quarter, if allowed by the optimal
schedule), not later; also I would want to choose the maximum of the
quarter available in a State's optimal schedule (the table of
binaries). So, for Event 002, I would want to reschedule the event for
2nd quarter (not later in the year and the max of qtr 1 or 2, the other
possibilities).

How would I set this up in an access query?
