access 2003 add-in manager

Any help locating information to solve this would be appreciated.
Using Windows XP Pro and Access 2003, I recieved an error message
that said Utility.mda caused an error loading - do you want to disable
this add-in - you can add it back in later (or something to that
effect).
The add-in manager doesn't show any available add-ins. Browseing to
the .mda file and selecting it appears to work, but not really. The
add-in won't be there when you re-open the add-in manager.
Removing and reinstalling Office and Access didn't fix the problem.
