Access to WEB (why so complex?)

I had a consultant develop a web-page reporting system for me, and
last week I sat down and reviewed the undelying code. I have never
seen something so complex for a system so simple.

The system, basically requires a user to login, and based on their
login, generates a list of PDF files that they can click and review.
The information required to generate the list is kept in an Access
database. The site is an SSL secured site (https),

Ok, it is not that simple, since the information is grouped, and
actually there are two type of lists that are generated. The database
is relationship, and includes several one to many relations, and a
many to many relationship using a third table. But, this is a type of
application that can be developed by an experience developer in Access
in a day or so.

The web application is done in VB.Net, using ASP.Net for database
access, and some JavaScript for client side processing (minimal). The
code is all over the place.

Eventually, given volume, we may move the data to a SQL server (but
MySQL would be more than adequate). Given the very limited display on
the site, moving the system to another environment should not be too
difficult.

Curious to know what other peoples experience have been moving basic
Access database applications to the Web. Is there better tools than
this .Net stuff?
