a where property it doesn't work. It'll open the form but won't find
the record. The second form is based on a Query with a filter on it.

Is the record available within the query. It's quite possible you
filtered it out. It it is not in the query, you aren't going to get it.
Now if the record is in the set...then that's a different situation.
However, you can almost have Access write the code out for you. Drop a
command button on the form, select Form Operations, and select Open
Form, select the Form name and you can even set the criteria.
You do know that the code to open a form is as easy as this
Docmd.OpenForm "YourFormName",,,"CustomerID = " & Me.CustomerID
and this will open the form and filter for the customer id equaling
your current customerID.
