Evaluating Web DB Tools

I am an intermediate Access user, but haven't used any db tool for
working with data on the web.

I need to have a table on the web with each record consisting about 9
text fields, and a field to contain an MS Word Document (or maybe a
hyperlink to the Word document). Users should have read-only access.

Can I do this in Access 2000 ? What about users who don't have Access
?

My ISP offers MYSQL, but I'm just now learning it (looked at it the
first time this morning :) )
