Security Level under Tools-macro Not Found?

This is an issue another developer in my organization has found. She's
trying to turn the security level to the lowest, but tells me that
Security is not available under Tools->Macro.

I'm not in her location and we communicate via phone and email, so I
suggested to her that she might have lost it during a menu development
and needs to reset the default menus, but is there an installation
option for A2K3 where what she's described is the result? I don't think
so, but I thought I'd check.

Forget it, she had her menus messed up, all fixed now. Thanks for reading.
