Acc2003 Linked Tables

I've encountered the problem described in KB835519 where the Linked Table
Manager doesn't display any linked tables. I've applied the resolution
described in the article and got a successful indication from regsvr32.exe.
However, the linked tables still don't appear when I run Linked Table
Manager. Has anyone else seen this and circumvented it?

Just as an aside, the database I'm trying to relink is in 2000 file format,
so I can relink it in an earlier version of Access.
