Highlighting most popular answer on report

I've developed an A2K report for a user who wants the results of a
survey printed. She wants the possible answers listed below each
question along with a count of the answers for that question. And she
wants the most popular answer highlighted. That was easy enough to
do.

However, I noticed that sometimes there are ties in the count of
answers. For example, question A may have a tie between answer 1 and
4. Now, she wants both answers highlighted. How do I accomplish
that?

Currently, to get the most popular answer I create a total query per
question and count the answers then use a DLookup to return the
highest count. I need the equivalent of a DLookup...Next function.

Thanks for any help or advice.
