you can use the runapp command in a macro to try running the
c:\windows\system32\ftp.exe program

this is the ftp program that is run from the command prompt when you type in
something like "ftp 123.123.123.123"

you would have to figure out a way to make it interact for opening the
connection and logging in and such--this is most easily accomplished with a
file containg ftp commands (see the help for ftp by typing ftp /? at the
command prompt or by doing a search in windows help)

you can also run this by using the Visual Basic SHELL object if you are
looking to do it using VB code--this is more flexible ( i think) but more is
involved.

Are you looking to ftp something that is coming from access itself (a table,
report, etc)?
