Access 97 Compile Error---any other suggestions?

We're using Access97, SR-2, for our database on several win95 and
win98 machines. Recently, we added two xp machines. We also run
access97 sr2 on these machines.
On the XP machines, i'm getting the "Compile error--can't find project
or library" when some form apps are run.
I tried the Tools/references solution listed in many posts, but this
option is grayed out for me. This is in the debugging area of the
class module.
I tried upgrading with ms jet service pack3, to no avail.
I even tried comparing dll files on the 98 and xp machines, hoping to
find something that was missing.
This application was written for us some time ago, and i'm not a
programmer, so any ideas would be welcome.

Your code is probably in Break mode. Stop execution, and the References
dialog should be available to you.
