In the SELECT clause of the query use the Format() function to format
the phone number. E.g.:
SELECT Format(PhoneNumber, "(###) ###-####")
FROM Table1
UNION ALL
SELECT Format(PhoneNumber, "(###) ###-####")
FROM Table2
Assumes PhoneNumber is a Text/Varchar/Char data type.
