Not out of the box, you need the "Developer
{Toolkit|Edition|Extention|Tools}" or whatever the hell they're calling
it for that version, but is basically an add-on for Office, this
contains what you need to connect to SourceSafe (or at least it does for
versions up to 2002, haven't tried 2003 yet).

Officially no. Unofficially yes if you have some DLLs from Office XP.

Problem using linked tables in an Access 2003 database under SourceSafe control
http://support.microsoft.com/?kbid=837136 states "Microsoft does not support and does
not recommend that you use the SourceSafe add-in from Microsoft Office XP Developer
with Access 2003. "

some additional steps.
