What is the best setup program generator for a commercial Access application?

In my experience from a few years ago the Package & Deployment wizard was
eh... suboptimal. About 20% of clients required some level of hand-holding
before they could successfully install it. I'm looking for something that
has a much lower failure rate.

Haven't seen mention of any such. Hmm, they should host an online forum at their
website.
