Answer,
Buy the Developer Edition of Office. There is a help file editor in there.
There are third-party applications that do the same thing, one used to be
called RoboHelp. Since Office 2k help has been html so if you are good with
that you could just go at it in a text editor. I'd go with something like
RoboHelp.
