Packaging Wizard error

I recieve the following error

OffWH
Automation Error
Library not Registered

How do i find what the library is??

Very interesting. There are only two hits on this problem and you're one of them.

What version of Access? Have you installed all the MOD patches for your version of
Packaging Wizard?

I am using Access 2000 / loaded via XP DEVELOPER
And no i have not downloaded MOD.
Where do i find the above?
