Where is Menubuilder in Access XP

I have been looking for it in the Add-in manager but it is blank so I
keep installing the the setup but nothing happens. Please Help

It is no longer an addin in Office XP. Do a Tools/Database
Utilities/Switchboard Manager from the toolbar.
