Comparing Data with null values

I have two tables that I want to compare and show me the unmatched records.
I want to use all fields on both table in the comparison. Here is an example
of the fields that are on both tables.

Person_id
Person_name
Phone_no

Person_id and person_name have values in all records. Phone_no is null on
some records.

I did outer joins between each field on both tables and look for records
that are null on the second table. However, when I do that all of the
records that have null values in phone_no appear as though they do not match
even though the Person_id and Person_name are the same in both tables

How can I keep those results from being included?

If I was doing this comparison using SQL-Plus, I would just do the following
:

select * from table_a
minus
table_b

Is there any equivalent function in Access?
