A2K - changing database password

Is there a little stand-alone utility in existence that could change a
database password? I'm thinking of situations where perhaps I'm working on
a machine which lacks Access.
It could prompt for the existing password, then for the new one. Does such
a thing exist or does one always have to have Access installed and automate
the process from there?
