Is there a way, when exporting a query to Spreadsheet, to export a
formula with it (other than as text) so that a user can further
manipulate data?

Is there a way to trim the "'" from the beginning of the formula after
the export is complete? My intention is to make this as Idiot Proof
as possible. I don't want the End user to even have to think about

exporting is easy, you can use a macro 'output to'
or visual basic docmd.output .... or something along those lines, just have
a look in the help.

a way to trim the ' character would be to

right([string], len([string])-1)
