What I would like to do is set my database so that the users
can add, change, and delete data on the forms and print the
reports, but not modify the forms, the reports, the table
layouts, or use the datasheet to modify tables. How do I do
this?

Read MS's knowledgebase article on security.
Back up the entire hard disk drive.
Reread the security knowledgebase again.
Make a copy of the database you wish to secure.
Implement security on the copy.
If you mess up, restore from the backup. (repeat as necessary).
Once you have everything working to your satisfaction, repeat on
the original .mdb
Alternative, create a .mde and make them use that. keep the .mdb
safe for when you need to make changes.
