Access 2000 file format on Access2002

Have previously upgraded from Access 2000 to 2002.

Access 2002 seems to start as 2002 but when I create a new database, it says
"Access 2000 file format"

Why am I not getting a 2002 file format when I start a new program in Access
2002.
