Member of Workgroup, but ID and Password Prompt to do not Appear

Hello,
Why would a member of workgroup not get a logon prompt when opening the database?

Short answer - set a password for the Admin user.

Everyone is a member of a workgroup, it's just a matter of whether the
workgroup Access is using is the default workgroup or another workgroup file.
Whatever workgroup Access is using, if there is a password for the Admin user,
then Access will ask for a name and password on start-up, otherwise, it
automatically starts up as Admin and does not ask for a password.
