Er, it's a little more complicated than that.

A valid barcode may need to be encoded with start and stop
characters, or it may have a checksum or any number of other
features. It all depends on the barcode format in use.

But it really isn't terribly complex, actually.

Its not free but I have had good luck with WASP Fontware.

PS: The only barcode font that doesn't need preprocessing is code 39.

Try this: But it is not free. I searched the web half a year ago. There are
several companies that offer programs and fonts for barcode in windows apps.
I ended up with this one, and it works fine:
