Access 2003 linked table manager not displaying tables

Greetings!

After finally figuring out that the Linked Table manager is no longer
an add-in in Access 2003 I now discover that it does not display any
of my linked tables in the 'select linked tables to be updated' list.
Although I have about 30 linked tables in my application, absolutely
none of them are showing up in the list. I compacted and repaired,
but that didn't have any effect. Has anyone else seen this problem?
If so, how is it corrected? Thanks.

MS just published the following today:
BUG: List of currently linked tables may not appear in Linked Table Manager Wizard in
a database in Access 2003

I've just reinstalled Office 2003 with all the latest updates on a
freshly formatted machine and this problem still exists. Maybe this is
too simplistic, but wouldn't one think that this would have been fixed
by now by an Office update? Off I go to the MS support site again to
download the patch.
