Can't change admin. password because tools menu missing

I've taken over an access database and was provided the admin
password. My first task is to change the admin password, but my
problem is that the 'Tools' menu has been removed to access the
security area. In addition, the 'View' menu has been removed so I'm
not able to restore the Tools menu in that way. Any advice on how to
access the security area or otherwise restore the tools menu would be
appreciated,

Right click in the menu bar and you should have available the item
Customize... which is what you would be looking for on the View menu.

From there you can re-install the Tools menu
